The Rundown of What to Expect from COP28

COP28 kicks off with over 80,000 delegates from across the globe who will come together to discuss and negotiate climate change policy. The 28th Conference of Parties of the UNFCCC will take place in the UAE from November 30 to December 12, 2023.


In what would be regarded as a relook into the Paris Agreement of 2015 that limited global warming to levels way be 2 degrees Celsius compared to the pre-industrial levels. COP28 will be a critical opportunity to assess progress towards this goal and to make new commitments for climate action.


With a pledge to make COP28, a ‘COP of Action,’ there are several ambitious goals that will be reviewed. These include mobilising $100 billion every year for climate financing for developing countries. While adapting a resilient action towards the climate goals, the focus will be on new commitments from countries to reduce greenhouse gas emissions.


The UAE has also said that it will use COP28 to showcase its own efforts to address climate change. The country has set a goal of achieving net-zero emissions by 2050 and has invested heavily in renewable energy and other clean technologies.


COP28 is expected to be a major event for the UAE and for the global climate movement. The conference will be an opportunity for countries to come together and make new commitments to address climate change. It will also be an opportunity for the UAE to showcase its own leadership on climate action.


While there is a lot to achieve after the signing of the Paris Agreement, this will now be the first stocktake of a two yearlong evaluation of it. While there is a lot of momentum leading up to COP 28 and this could be the turning point to fight climate change.


Now that we’ve investigated what are important factors that define this conference, let’s nosedive into its goals:


  • Accelerate action to limit global warming to 1.5 degrees Celsius. This will require countries to make significant reductions in their greenhouse gas emissions.

  • Build resilience to the impacts of climate change. Climate change is already causing more extreme weather events, rising sea levels, and other disruptions. Countries need to take steps to adapt to these changes and protect their citizens.

  • Mobilize climate finance for developing countries that need financial assistance to transition to a low-carbon economy and adapt to climate change. In this way, developed countries need to provide this assistance to make this a possibility at the earliest.

But can we keep the hopes of 1.5°C Paris Agreement outlook alive? Here are some of the key discussions that will take place:


  • Emissions reduction targets: Countries will need to agree on new emissions reduction targets for the period after 2030.

  • Climate finance: Developed countries will need to make new commitments to provide climate finance to developing countries.

  • Adaptation: Countries will need to agree on new measures to help developing countries adapt to climate change.

  • Loss and damage: Countries will need to discuss how to address the issue of loss and damage, which refers to the irreversible and permanent damage that climate change is causing to vulnerable communities.

More than ever before, COP28 is a critical opportunity to accelerate action to limit global warming to 1.5 degrees Celsius and build resilience to the impacts of climate change. The conference is expected to be a major event for the UAE and for the global climate movement.
